Demographie und Bildung: Gehen uns die Qualifizierten aus? Auswirkungen der Bevölkerungsentwicklung auf das deutsche Bildungssystem

Abstract: In diesem Arbeitspapier wird die Hypothese untersucht,
dass die gesamtwirtschaftliche Leistungsfähigkeit unter dem Einfluss
demographischer und bildungspolitischer Faktoren steht. Als erstes wird ein
Überblick über die Entwicklung des Qualifikationsangebots und der
Arbeitsproduktivität in Deutschland gegeben. In einem zweiten Schritt
werden die stilisierten Fakten dieser Entwicklung mit Hilfe eines
modifizierten Wachstumsmodells mit überlappenden Generationen analysiert.
Es zeigt, dass Gesellschaften, die mit den Folgen eines demographischen
Schocks konfrontiert werden, grundsätzlich zwei Optionen haben. Entweder
sie nehmen in Kauf, dass ein geringeres Angebot an Qualifizierten zu
weniger Wirtschaftswachstum führt. Oder sie schaffen die notwendigen
Anreize dafür, dass das Humankapital einer schrumpfenden und alternden
Bevölkerung kontinuierlich aktualisiert und stärker als bisher
wachstumswirksamen Verwendungen zugeführt wird.
This paper addresses the
impact of demographic and educational factors on economic growth. First an
overview of the market for skills and the evolution of labour productivity
in Germany is given. Then the stylized facts of the German case are
analyzed using a modified growth model featuring overlapping generations.
It is shown that societies facing a demographic shock basically have two
options. They either accept the growth-decreasing impact of a reduced
supply of skilled labour or they create incentives for a continuous
upgrading of the human capital of a shrinking and ageing population and for
a growth-enhancing utilization of human resources.
