Die Erstellung medizinischer Leistungen - entscheidungstheoretische Grundlagen und gesundheitspolitischer Handlungsbedarf

Abstract: This paper surveys the decision-theoretic foundations of
health care production and derives policy implications. The priority at the
beginning of the 21st century must be to accelerate the diffusion of new
medical knowledge, a public good, so that the efficiency in the adoption of
new technology is enhanced. Neither central planning, nor an extension of
intellectual property rights can be expected to meet this challenge.
Instead, medical practice needs to be organised as an open system - similar
to the "Republic of Science" or the open source community in software
development. The paper describes specific reforms in ambulatory, stationary
and managed care that would help to enhance the innovative capacity and
efficiency of health systems.
