Abstract: We develop a model for comparing welfare across populations, where individual well-being is captured through multiple ordinal indicators. Within an axiomatic framework, we introduce a new measure of relative population welfare that is intuitive and respects the ordinal nature of the data. This measure also enables the computation of an overall inequality index. To demonstrate its application, we use the model to compare welfare across European countries and to analyze welfare and inequality trends in the Copenhagen metropolitan area.
